It's because of where they assume our inches are vs. where they actually are. Let's say someone has a waist of 30in and a hip measurement of 37. The ABTF calculator is not all-seeing, and it can be off by a cup size or two (rarely more, though it's not impossible--see here for reasons why calculator may overestimate). Even then, you cannot expect every bra in 40I US / 40G UK to be a perfect fit. But the ABTF calc does get you way close than any other calculator!
