I don't believe there's an "objectively best build" since every kind of build is viable in PvE and PvP. Some might be easier to use than others, but none are unusable. Ive done a couple cosplay builds I find kinda fun. The one I started recently is a Smelter Demon Pyromancy build. 30 str and 10 dex for the sword, which its heavy is a thrust followed by an explosion of fire. Hurts durability a bit but hits like a truck. Also using Immolation at times to emulate Smelter's boss fight.Bows are quite fun and versatile. Make sure you get the Hunter's Blackbow in Drangleic Castle when you make it there. You can jump to it from the bonfire right before the dual dragon riders boss fight. It's the best scaling dex bow in the game and won't ever do you wrong. Up until that point, basically any bow is usable.

For PvE, I'd recommend this build . I'm also currently going for the platinum on my first build involving magic. Primary melee with support spells is really fun and works well for getting the platinum. I have a staff in my left hand and a magic scaling weapon in my right, dragon rider halberd has gotten me through most of the game.

The berserker blade is, imo, the best dex weapon in the game hands down. Just my two cents though!
