I am at the cap as a GS 15 in Chicago. A 13-10 is at 187. I make 4k more than a GS 13. If I worked in Hammond, IN I would make more money as a 13-10 than I do as a 15 in Chicago due to a difference in payroll tax. If you added my base, locality (if I got the full amount) and LEAP (which I don’t get) I should be making 54k more than the pay cap.
