Just been trying some of solutions found on the internet. No one from console commands to visiting Talos shrine worked. BUT. I took a random bounty quest from Raerek (for me it was killing a dragon) and after I got the bounty I immediately talked to Igmund and he had the dialogue for the needed quest.

The reason I missed it is because the bounties get lost in my misc quests and had no information it was from raerek or markarth. What I did was just activate all bounty quests I had and did the closest one to markarth, which it ended up being that one. I figured it would likely be close to the city. Anyway, rambling, good luck
