Difficulty is tied exactly to Dino level, if you want your wild dinos to spawn up to, 300 for example, set the difficulty to 10 then re-load the server and do a Dino wipe. Island levels are and always have been on the low side so 300's will still be rare and bosses will increase in the same way iirc.
