The led is off which says that there is no power going to the module. Don't go by the LED. Take a multimeter and test across the red and black terminals. You should have 240V arriving from your breaker box. If not then there is a break in the wiring but more likely your module is bad. Try swapping the module and see if the problem goes with it.
