If the IPs did not have Core Container Enabled, then the main file would be .xci plus some associated files. Because you're on CFW and can't go online, it won't start the updating when putting the 'cart' in for the first time, so you must install it yourself. Updates CAN'T be on an XCI as an XCI is like a downloaded game cart, so the only way to update it is with an NSP. 13.
