They are stuck on 5, 9, 5, and 2, where with the 9 and 2 characters I have played 2 or 3 successful exfils in a row to no avail.

I've had the same issues as you, some were able to reach 10 exfils, some stuck at 8, some stuck at 2, some stuck at 4. Somebody just posted a video showing off a few operators with 10 streaks, probably have to go in sequence. Yeahh true. I got rid of one of my 8s, we’ll see how it goes. Exfil streaks are a step in the right direction, however if they are going to patch the tombstone glitch we need a way to reduce the schematic cooldowns.
