There is power to dash switchs for jake and cruise. Power to the clutch sensor. The first thing that comes to mind is an intermitant problem with your clutch switch. I have seen this before. It the clutch switch or wiring is faulty the engine ECU may think you are pushing in the clutch and in turn will not allow the Jakes to work. Next is the accelerator pedal may not be going all the way back to idle.We would like to show you a description here but the site won't allow us.

Looking at the schematic, there is a solid line drawn between the two poles on the switch. A Jake Brake changes the timing of the valve so that it doesn't open and the exhaust gas can't leave, so it gets compressed inside the chamber by the piston.
