I have downloaded the TTW main files with FOMM and am just installing the options. The issues is when I go to open the options fomod file it just loads forever and won’t open. TTW is the best way to play 3, even if you don't plan on playing NV with the same character. TTW as a playthrough of both games is cool, but overrated, but playing 3 in the much better New Vegas engine is underrated. Follow The Best of Times for proper setup. For New Vegas alone, playing it without TTW is better in my opinion.
