This happens when you unlock the car with the key fob or open the car door. If it is on the right side, then you can access it right behind the glove box and replace it.

Most likely the cable has lost lubrication and is spinning dry. Unclip the cable from your speedo head and disconnect the fitting at the tranny. The inner drive cable can be pulled from the speedo end of the outer cable.
