Car extracts give good scav karma. Pmc/scav combo extracts give good scav karma. So you can get 3.5ish rep from those then you also get 1.1 rep from fence at level 50. After that you just need to survive around 150 times or kill a few PMCs / Traitor scavs. I try this every day and so far nobody cares.

Its really hard telling player scavs and pmc apart. Some say to look at pants/boots but some pmc clothes have very scav-like pants/shoes. Best bet is the short sleeve tshirts. I dont think theres a scav outfit with short sleeves. So if you see their arm, start shooting. The black and white motorcycle jacket is also a very telling scav outfit imo.
