Mine was level 11 500 points and level 16 1000 points and I got 19 like a week ago and 21 just recently. Active clans also have an incentive to help you grow, because more active players facilitate better rewards during events. (Showdown, Defense, Dead Rising etc.) The key word is level 18, most city builders I've tried have a level requirement of 20-22 which takes significantly more time. I wrote up a guide for doing it with the older terms of 60 days to hit level 22. I think doing it in 21 days would be possible though.
