While low attack on an offensive servant is disappointing, the stat spread fits perfectly with Cleo’s sustain-oriented kit, so it’s somewhat forgivable. Cleo’s NP gain is absurdly good. She’s by far the best Arts unit in the game. She’s also part of the best Buster farming team in the game and is an optimal support for a handful of other Buster Servants. She’s a workable support for Arts and Buster in general and enables some unique and situationally important things. He’s the first Ruler to be introduced since Sherlock was a year and a half ago, and he makes a strong case for being the best in his class. As it stands, she provides a few good turns of defensive utility and some niche utility for certain challenge fights, but her inability to easily spam her NP hinders her usefulness and makes it hard to recommend her over the many other stall options in the game.
