You have to have finished a certain mission. It’s either in Chapter 5 or 6. Before that you CAN‘T do that challenge. But I forgot the name of the story mission. But if you have it finished already, go to SAINT DENIS SALOON. The poker players have hats on and there’s usually 3 or more sitting there.
