You can dual wield finesse light weapons and dual wield hand crossbows which make them very good at melee and range while having very good AC. The problem is you kinda want 3 levels of rogue / thief to get a extra bonus action for your offhand.

The dual wielder feat is bad for a dex based character. Being able to off-hand a normal weapon instead of a light weapon means one of your two weapons get +1 damage on average. You also get +1 AC. Or, you could just take a dex ASI which will also get you that AC, +1 damage to both weapons instead of just one, and then a whole lot more.

The way the math works out dual-wield has an edge against duelist before you get a second attack. After that the math works out to duelist 2x attacks doing the same damage (but with higher lower range) as dual-wield's 3 attack without burning bonus action. This is assuming duelist uses 1d8 weapon and dual-wielder 2x 1d6.

And also, with this build i don't be available to take 2 ASI with Savage attacker, only Savage attacker + 1 ASI or 2 ASI without savage attacker.
