+15 is always the best upgrade for most weapons in my experience in pve. not so sure about pvp. +15 always gave me the most damage especially with scaling. since I always go dex build, and I'll mostly go for uchigatana, +15 did a lot more damage than a +5 lightning uchi, because it scaled better. but maybe its a specific scenario that doesn't apply to much else?
