The only ones that matter if they started with 2 or 3 stars are empowered gems, and you can tell by looking at the stat boosts, assuming you have them at +15 lvl you should have acquired all of the boosts which for a 3 star would be 3, but for a 2 star it would just be 2, which is the problem that they have since you can't add boosts on a gem. 2.

You get it from Empowered Gem boxes, and the easiest way to get them, besides doing the DotM and getting Lunar Souls, is getting the classes that are on the weekly contests to 2.5k PR. The only stat players will not be able to re-roll is the Light Stat on Cosmic Empowered Gems.
