I disagree. Sorcerer needed more metamagic options that felt like they were able to occasionally "break the rules" in small ways. Metamagic in 5e does this a bit, but balance was bit wonky - given how good Twinned is compared to most others. Instead of bringing the other options up, they brought Twinned way down, and then handed a bunch of effects that "break the rules of magic" to the class ...
