If total production isn't higher than total costs, then you don't have any net positive income and debt won't be paid off.The game often picks one planet in a system to point you to over and over. I think you can only own one settlement atleast atm, maybe if you maxed it out you own another. I tried for a second one but I would lose my position as overseer on my first one.
