On a computer if possible, Try going to the iCloud website------> Sign in to iCloud - Apple. There you can see any of the photos you have on your iCloud account. From there try and see if you can download them to the computer. This way you can still see the photos. Not sure why they aren't loading on your iPhone. Let me know if this helped.
