To run Power Plant in Rust you need 1 Green Card, 1 Blue Card, and 1 Electric Fuse. First of all, go to the First Switch Building, and you will see a Switch on the generator just below the staircase. Turn it to the green position. Then run to the Second Switch Building, and activate the Switch there.
