Fel magic is just magic that needs life or souls to fuel it, hence why a lot of the warlock spells are also based on necromancy. Drain life, drain soul, seed of corruption, curses and what not are all necromanctic magic. Some of those are empowered with fel magic though but that costs a soul shard to use.
Xe'ra punished Alleria for using void magic, and I imagine she would have done so to warlocks within the Army of Light as well - especially if you consider that fel magic corrupts one's morals, thus making it more likely for the warlock to join the Legion.
